Teodor Melescanu
Former minister of foreign affairs
He was minister of foreign affairs between 1992-1996 period and Minister of National Defense between April 2007-December 2008.
In 1966 he was hired as a diplomat in the Ministry of Foreign Affairs promoting successively through examinations and competitions, up to the rank of ambassador. He served the following functions within the ministry: Diplomatic attached to the Treaty Legal Division (1966-1970) and Third Secretary at the Department of International Organizations, Section disarmament treaties (1970-1978). During this period, he attended graduate courses at the Faculty of Economics and Social Sciences, University of Geneva (1967-1968) and International Institute of International Studies in Geneva (1967-1970). He received the 1973 academic title of doctor of political science and international law at the University of Geneva.
Between 1978-1985, Melescanu was appointed as Second Secretary at the Permanent Mission of Romania to the United Nations and other international organizations in Geneva. Returned to Romania in 1985 he served as Secretary to the International Security and Disarmament Department (1985-1990), secretary of state, head of Latin America, Asia and Africa (August 23, 1990 - May 1991) and Secretary of State (May 1991 - November 19, 1992). In 1990 he was promoted to the diplomatic advisor, then in 1992 at the Ambassador.

Between November 19, 1992 and December 11, 1996, Melescanu served as Minister of State, Minister of Foreign Affairs in the government led by Nicolae Vacaroiu. As such, he was a member and leader of the Romanian delegations to various conferences and meetings of members at the United Nations specialized agencies, OSCE, Council of Europe, NATO, WEU and regional organizations.
Following elections in November 1996, he was elected senator Prahova PSDR lists. In this capacity, he served as chairman of the Senate Committee on Foreign Affairs of Romania in the legislature from 1996 to 2000. By November 1997, was a member of the Romanian Parliament delegation to the Parliamentary Assembly of Council of Europe.
In June 1997 he founded the Alliance for Romania Party, together with several former members of the Social Democracy Party (Mircea Coşea, Iosif Boda, Marian Enache and others), Melescanu was elected chairman of the party in December 1997 and reelected in the same office in March 2001. In January 2002, the merger of the Alliance for Romania with the National Liberal Party, Melescanu becomes senior vice president of the Liberal Party. He was elected as vice president of PNL (following Ordinary Congress in February 2005) and as vice president responsible for international relations Liberal (due to the extraordinary congress in January 2007).
Following parliamentary elections in November 2004, he was elected senator Prahova DA Alliance lists a candidate. As a senator, was vice president of the Senate Standing Bureau (until April 2007), State Committee on Foreign Affairs, the Subcommittee on issues outside of Romanians in Legal, appointments, discipline, immunities and validations (October 2005 - April 2007) and the Commission of Inquiry to investigate allegations about the existence of CIA prisons or flights of CIA-chartered planes in Romania.
Following government remanierii April 5, 2007, Melescanu was appointed minister of national defense in the Government insisted. Between January 15 to February 29, 2008, was interim minister of justice, due to disagreements between the president and prime minister on the appointment of the vacant leadership of the Ministry of Justice of Senator Norica Nicolai. In addition to diplomatic and political activity Melescanu conducted and a teaching activity. He taught as professor of Political Science, University of Bucharest, Department of International Relations, is holding courses "Public International Law," "European Security" and "Principles and practice of diplomacy." It also teaches the course "Theory and practice of international negotiations" masters courses at the Faculty of Political Science, University of Bucharest and the "public international law" masters courses at the Faculty of History, University of Bucharest.
Melescanu has published a wide range of papers and scientific publications related to international law and diplomacy. He is vice president of the Association of International Law and International Relations (ILIRA) in Bucharest, member of the Institute of Political Studies in Bucharest and the Romanian Institute for International Studies (IRSI).
He is an active supporter of Forum Invest conferences & summits which he often attended as speaker.
