Energy in Central and Eastern Europe forum 2008 in Bucharest

Chirica is a nuclear engineer having a 38 years experience within the Romanian nuclear industry, covering the areas of design & engineering, large projects management, electricity trading and communication. On March 2005 Dr. Chirica was appointed Chief Executive Officer and Member of the Board of Directors of Societatea Nationala “Nuclearelectrica”. As CEO of Nuclearelectrica he devoted his efforts for Cernavoda NPP Unit 2 (700 MW) completion, as well as for safe and efficient operation of Unit 1 and Nuclear Fuel Plant. Dr. Chirica has a major commitment in further development of nuclear energy in Romania.

Teodor Chirica has gained the experience of international affairs management, international cooperation, negotiation of contracts and agreements, corporate risk management, including insurance contracts for large power projects, as well as related to the public information and communication. He was the Chief Negotiator for the Loan Agreements concluded in 2003 with Societe Generale and in 2004 with EURATOM for the Cernavoda Unit 2 completion. During 2001 – 2002, Dr. Chirica successfully coordinated the public information and public consultation campaign related to the Environmental Impact Assessment for the Cernavoda Unit 2 Project.

The previous activity as Director of Nuclear Projects in RENEL offered him the experience of large nuclear power projects, mainly in connection with the Cernavoda NPP – Unit 1 completion.

During his appointment to CANDU Owners Group, Toronto, Canada (1992 – 1993), Dr. Chirica gained the necessary international experience to manage projects and programs and to approach different partners and nuclear companies from different countries.

He graduated in 1969 the academic studies in Romania, at the “Politehnica” University of Bucharest. He holds a Ph.D. in nuclear science since 2006 at the same University. He has broad experience as international expert with the International Atomic Energy Agency.

Teodor Chirica is affiliated to the Romanian Atomic Forum, as a Vice-President, and represents Romania as a Member of the Executive Board of the European Atomic Forum, Brussels. He is a member of the European Nuclear Council, informal association of the top level nuclear managers of the European Utilities, and a member of the Board of Governors of the World Association of Nuclear Operators – Atlanta Center, USA.

Recently, he was selected as Chairman of the European Nuclear Council, a network of the most senior representatives of the European nuclear industry, drawing its members widely from across Europe.

He participated as speaker at Energy in Central and Eastern Europe forum 2008 in Bucharest.
